The ref, Paul Sita, was incompetent.

A fighter gets a 20 count when he gets knocked out the ring and onto the floor. Obviously, it's a ten count on a normal knockdown.

Sita apparently was giving Norwood a 20 count as if he got knocked out of the ring, but a fighter is supposed to get 5 minutes to recover from a low blow.

Then it was considered a TKO, Buffer mentioned "the fighter must make an attempt to get up by the count of ten". The ref said "those punches were very close (to being low)", so he in fact he wasn't ruling them low, and ruled it a TKO because he didn't get up by 10, even though he did beat Sita's confused 20 count.

It was ridiculous, but it was justice that Gainer won the fight, if not by the right ruling. Norwood should've been DQ'd well before that.
