A combination of injured hands and the fact his whole style is based on speed and not commiting. Nobody can really hit hard fighting like PM, but its exacerbated for him by his hand problems, and also the fact he's so aware of it. I always kinda' liked him as a fighter, but he really might be the most feather-fisted world class fighter in the world.
I agree with the people saying it's a trait you are born with, but I noticed paulies shoulders and back last night and they're very...well...puny compared to khan's. I mean look at guys like Jeff lacy and victor ortiz, those dudes have well defined shoulders/back and they hit pretty hard. I know paulie will never be a one punch ko guy, but would it be fair to say he can add a little spice to his punches by working out his back? Maybe even his legs?
You were right the first time, n. It's what what you were born with -- PERIOD. Has nothin' do with shoulders 'n muscles. Could name a tona guys bigger than Mr. America 'n shredded who couldn't knock your hat off. Remember Lew Jenkins comin' into the gym lookin' like death warmed over -- drunk as a skunk -- flattening middleweights with one punch, sparring.

Back foot, risk vs. reward, genetics, training, angles thrown, glove size, what have you... at the end of the day, it's mostly up to the other guy's face and what opportunities it presents you with. My arm punches cut people up plenty but that one kid who literally jumped into my lazy right with his chin held high and earmuffs on was out cold, just the same.
There are a lot of reasons and they've all been mentioned. He's broken his hand a ton of times therefore it seems he doesn't commit to throwing his punches with serious intent of hurting anyone but rather he gets their attention by stinging them.
