One unified organization with a commissioner, with one belt per weight class. Fighters are forced to fight all competion based on rankings. More tournaments and high ranking fighters earn the most money. Champions get to fight in their country or wherever they prefer, both fighters have to agree on referee. Judging is based on number of shots landed as well as aggressivness, knockdowns automatically win the round for the fighter that scores the most, and fight results can be overturned by a boxing committee. Rematches can be made if both fighters agree to it or if the committee deems it necessary for one. Not perfect but allows for better fights, one champion, and better judging.

We need a league, but with no "boss." 50 appointed state reps, who all get to vote on the issues. Universal medical requirements and universal rules.
Will never happen. No one has the $ to pay the top guys enough to get them onboard...and even if they could, do you honestly think the Cotto, Pac and Floyds of boxing would switch to a league where they can't hand pick their opponents? They would have to initially target mid- b level guys and target 4 or 5 weight classes. IF they managed to string together some good fights to stay afloat, they would need to have amazing scouting to get hot prospects out of the hands of Arum, Haymon, etc. Possible to do but no one with enough cash is going to take the risk. Not anyone currently in boxing anyway.
