No question Mayweather is the biggest PPV draw with Pac, probably bigger in the US (he has the advantage of being American, so he should be).

You cannot deny though that he became much bigger after he was considered a possible Pacquiao opponent, which naturally would draw more interest in who he fought. And that all started when Floyd hijacked Pac-Hatton to announce his comeback against Pacquiao's nemesis Marquez, and even talked about Pacquiao in his comeback press conference.

Great strategy from Floyd. Before that he sold 850K PPV vs Hatton in the US, who was probably the most popular boxer outside De La Hoya, and considered Mayweather's main rival for years.

Since he came back, with the Pacquiao fight on the horizon, he's been able to draw over 1 million PPV sales every fight against much less popular opponents, two of those seen as mismatches. Floyd is a money making genius. He never wanted to fight Pacquiao, but wanted the fans to want him to fight Pacquiao, and exploited that for all he could get.
