The Ring had Macklin 3 and Pirog 6. Rafael also had Macklin rated above Pirog, as did Scott Christ (who still has Macklin ahead of Pirog). There would have been nowhere near this amount of pressure on Chavez to make the fight if Martinez had picked up another belt in a fight that no one saw.
My basic argument this entire time has been that not fighting in Russia could not be constituted as a duck. Please let me know what I made up above; if I follow your logic, fighting off TV in Russia would have somehow given Martinez a bigger guarantee against Chavez (50-50? ) despite not actually increasing his fan base or exposure at all.
So the top 4 fighters currently competing at welterweight: Randall Bailey (IBF), Timothy Bradley (WBO), Paulie Malignaggi (WBA) and Floyd. Why do people want to see Floyd fight Manny at all when he could take on one of these far superior titans? I'm also sure Bailey, Bradley, and Malignaggi have a greater claim to a bigger purse than Pacquiao.

There was trash talk and people calling for Chavez to fight Martinez far before either Barker or Macklin fight. Martinez didn't look stellar in either fights. Might've worked in his favor if no one saw his fight with Pirog.

Not fighting a champ in your division who is offering you the biggest payday of your career (fact), just because it's not on tv in the U.S. is a duck and or mismanagement. He's still not making 3 million for a fight. When he does, you'll eventually be right, I guess.
The Ring ratings have gone downhill but you're the one trying to validate the sanctioning bodies. I'm comfortable with my position. Would have been even less pressure if he fought Pirog in Russia since 1) he wouldn't have appeared on HBO that year and thus been out of the consciousness of both the fans and the network and 2) the WBC would no longer have a formal obligation to guarantee the fight would take place.
Simply trying to apply the brilliant logic you've displayed, where promoters somehow care about the belts above all else when negotiating splits and the sanctioning bodies somehow care about being meritocratic.
