Probably lack of communication between Pavlik and Duncan. Pavlik just didn't let people know, they negotiated the deal, and then when he found out when it was scheduled for he figured out he was too heavy to be able to make weight and thus postponed it.

 

That can't be it; it was reported that Dunkin was negotiating and was in contact with Pavlik throughout, and it was Pavlik that pushed Dunkin to negotiate.
