Pretty boy had a fight with margarito, also known as concreto, lined up, but thief and trash human being Bob Arum wanted floyd to sign an extension ( like how he wants chavez atm ) and floyd refused. William wasn't super champion, unified champion or big draw, only a regular champion, no rewards fighting him when you're the big draw. William was a guy that had a ( short ) career of bullying smaller people by draining down.
The problem is that Margarito lost to Williams in 2007 when people supposedly say Floyd "ducked" him while he was busy breaking the PPV record against Oscar at 154. Williams didn't deserve the fight at all prior to beating Margarito as he had no really notable victories on that kind of top level. And then he lost at the start of 2008 in that weird upset to Quintana. But Floyd infamously retired for that year and a half stretch and by the time he came back, Williams was long gone from WW, never to return. The timelines never came close to making any sense.

There was a very short window of opportunity that either of these fights could of happened. Mayweather fought Judah and Baldomir in 2006 when he could have fought Margarito. Judah had just lost when he fought Mayweather but was a more recognisable name than Margarito. Mayweather was then offered 8 million for a fight with Margarito but took on Baldomir instead for 8 million. This you could say was a duck, same money, easier opponent. But then the Oscar fight came which was far more lucrative than anything Margarito could offer and Margarito then lost to Williams. So any fight after 2007 was off the table. Williams was seen as a very dangerous fighter back then the sheer size of the man intimidated a lot of people only Margarito in 2007 had the nerve to fight him and lost. This was when a Williams fight would have been interesting but the Hatton fight was far more lucrative so can't blame Mayweather for choosing Hatton. Then Williams lost to Quitana in early 2008 and Mayweather retired in June 2008 so he didn't really duck Williams.
