Why do todays fighters only fight 1-2 times a year?

If Ray Robinson or Wily Pep got 10 milion a bout, they would have fought less.

If fighters coming up made paydays they make now, they would fight less. It would take a fighter years to work up to 10 round main events, which was tough to reach due to amount of active fighters.

Big name fighters today are millionaires so they don't need to fight very often.

    You, sir, are officially Godly.

To answer your question: PPV. It allows boxers to earn more with 2 fights against dubious opponents than Harry Greb could earn by fighting every month or more. PPV has done more than anything else to kill off boxing's public appeal.
