He was due to fight Fury, but Fury withdrew, then I believe Fury withdrew again, so he wasn't inactive or retired, he had been in training camps Slice what? He wasn't on a layoff What evidence was there of ring rust? Let's forget that Wladimir was rated at number 1 and tell me, who do you think he should have fought instead? Who was out there? You're really delving deep into semantics now. He was out of the ring for 18 months, and because he trained for a couple weeks for a cancelled fight, its not a layoff? He has no ring rust? Is he not really 41 years old too while you're at it? I don't exactly remember the heavyweight rankings in 2017 but I can assure you beating Bryant Jennings in 2015 probably shouldn't count for a lot. If beating Bryant Jennings in 2015 makes you number 1 in 2017 then I call your ranking system bogus and rightfully so.

I would say it is debatable but what I don't think you understand is that the rankings are often made up of collective fights and wins and not just the last one

This is more a damning indictment of modern HW division. Fact is, guys with even a little skill can stay Top 10 for a very long time. Guys on that lost have been Top 10 for over a decade in most cases. It's the fact modern HWs are so unskilled, guys who have a bit of skill a way ahead of them. It's almost absurd guys like Pov were schooling guys much younger. Don't blame that on AJ. The younger guys at the time were genrally not good enough or busy fighting each other (like Fury).
