Same thing can be asked about Football with those two cities. Manchester and Liverpool have both been associated with boxing for a long long time, but defo the likes of Ricky Hatton just being a major north west star has had an influence.
And to a lesser extreme so has Amir Khan...

It's a simple answer to a simple question -

What's the distribution of boxing gyms? What's the participation rate of school attendees / how many are affiliated with secondary schools? How many coaches per capita?

I'd hazard a guess that Liverpool & Manchester have far more resources at their disposal; boxing just isn't as popular in London and the distribution of decent gyms are very localised. How many are distributed in Greater London, for example?
