Why does Mayweather think he can choose who fights for vacant titles?

Mayweather keeps going on about vacating his titles, to let younger guys fight for them.

Although he hasn't given up the WBO yet- most likely because he doesn't want to give it to a Bob Arum fighter (Bradley or Vargas).

He's been mentioning that Errol Spence will fight either Keith Thurman or Shawn Porter on his undercard for one of his vacant titles but is it up to him or the governing bodies?

Spence is ranked 8th by the WBA, 26th by the WBC and not at all by the WBO. Which aren't the kind of rankings that generally allow you to fight for a vacant title

I agree. He is his own boss but he should let Haymon manage his fighters. If Floyd was a good promoter his own fighters would be at a different level than they are now.

Some people have long argued that he is legitimately more powerful than the commissions.

If I was in the commission I'd just say keep them if he wants to dictate who fights for them. Sanctioning fees are 3% of the purse so they should be quite happy for him to keep them.

Wrong. Sanctioning fees are only a % for smaller named fighters. Big names like May/Pac who make 8 figures negotiate a fixed fee.

Whatever but it'll still be more than giving it to a lesser name most likely.

That is why Timothy Bradley just won the welterweight WBO title tonight!!!

    Interim WBO title, that is...

Why settle for one fee when you can get two?!

    (your mind: blown)

WBC ranks Eric the Latino Humor Molina #7 and some other org ranks Shannon Briggs top 5. I'm sure they can rank Spence in the top 10 with a single phone call.

    Good question OP.

He said that because Bob Arum got Lomachenko a title shot within 2 fights, he could get those guys a title shot.

Truth is Mayweather doesn't have a damn clue how any of it works and just thinks his name can get title shots for others.

What he fails to understand is that Arum has a very close relationship with the WBO, from what we've seen Haymon hasn't shown that kind of universal pull with the belt organizations so Mayweather shouldn't expect it either.
