It's becoming a soap now. If you're sure that you don't have HIV just do the bloodtest and you get your licence, easy as that. Now there are 2 possibilities left. 1) Tommy knows he has HIV and tries to hide behind a negative bloodtest from a decade ago. 2) Tommy doesn't know for sure either, and is afraid for the truth.
15+ years is a long time to be in denial. If you're living that long with HIV, even nowadays with the improvements in medicine, you're doing pretty well. He shouldn't be fighting anywhere, period. Boxing/MMA isn't tennis or golf. Blood is commonplace.
