    Because Lara is contracted to Showtime, while Golovkin is contracted to HBO.

    Besides it was Hearn making the offer, not K2/Loeffler; Hearn had the UK PPV deal arranged already, and it had to be a Matchroom opponent. K2 couldn't make a comparable offer to Lara - they just don't have the $$$ or backing.
