Because for serious crimes like murder and **** a couple of years in prison isn't an adequate punishment. It's just the beginning of what they owe, not the whole sum. Criminals think that once they've served a sentence they have somehow "paid" for what they did and can go back into society like a social equal with a clean slate. That is not true. There is no paying for things like murder. The only adequate payment would be to lose your life as well. Prison is just the time out period, to let tempers cool, so the prisoner stops harming society and so the families of the victims don't try to kill the criminal for what he's already done. The real penance comes afterwards.
