Answer to the question is the heavyweight division has not got the depth in talent as everyone thinks it has. Some of the guys ranked in the top 10 wouldn't be in the top 25 in most other eras.
He undoubtedly has slum appeal. The people that approve of his tactics may just be as impaired as the big, dumb, obnoxious twit himself. The bonehead's will continue to support their representative.
He's probably relevant because he wants to fight ... and is prepared to take on someone who might beat him. Unlike many of the other HWs who are inactive or inactive against top opposition anyway. Or they are injured or being busted for steroids. All it would take is for a top tier HW to fight Briggs and retire him. I'd like to see someone actually 'clean out the division' of all the HWs with *'s next to their names for one reason or another. The other part is the WBA's 'Regular Belt' circus ... that's been going on for years and will probably be unresolved for years yet. It now seems like they just try to get random people to fight for it but even that doesn't progress things.
