Why is Danny Garcia fighting a journeyman Mauricio Herrera?

I was wondering that too, but then again most fighters take on journeyman from time to time. Look at your idol Wlad Klitschko. He is fighting some no name fat bum in his next fight. If you are active enough, it is acceptable to take on one lesser opponent in between big fights.
