    They're probably not 100% done with the negotiations. Sometimes Boxrec makes goofs too.

    Because the BBBoC are trying to stop the fight. Pretty sure Mr Warrren will have have a backup plan hatched, as his fighters don't care about their licenses being revoked to fight on the bill.
