He actually signed the contract.

He then handed the contract back in, and then repeatedly asked what the hold up was at their end.

We now know that the hold up was due to Snr's ego. He wanted full operational control over every aspect of the event.

When he couldn't be reasoned with, Kell was offered the fight instead.
