agreed, GGG-Lemi is PPV worthy partly because of Chocolatito being on the UC, otherwise it's not really a huge PPV event, and will probably do Canelo's numbers vs Angulo at best, though it's getting much better build-up than let's say Floyd-Berto
This fight is PPV simply because GGG is exciting and the media desperately wants him to become a star. If has nothing to do with quality of opponent or matchup.
Because boxing is a business, and the decision is up to someone else, not us, and they feel like they can make more money by putting on ppv.

Easy. 1)HBO doesn't have the fight budget it used to, and PPV makes it easier for them to fund these kinds of fights that may have been regular HBO fights 15 years ago. 2) Their PPV stable is aging, and they need to develop replacements so the pipeline isn't completely bare once Manny and Cotto retire. If they can use Cotto as a launching pad for Canelo or GGG, they will.
What media, with the exception of HBO where else have you seen Golovkin? I did see an Apple commercial but I saw a number of athletes doing that same spot
