He refuses to deal with Mayweather or GBP. That's why the second negotioations broke down because he refused to even go to Dallas to negotioate. Most of Pacquiao's recent opponents have to sign with a Top Stank before they sign a fight with Manny. He still owes Floyd like 7 million dollars from the Zab Judah fight.

Any logical person can deduct that it's not easy to deal with Bob Arum.

hes afraid of something, as easy of a fight as he likes to tell everyone it would be, something is stopping him from collecting 80 million. there is a reason floyds history is one of avoiding threats when and where they are their most dangerous.

the 2 things floyd has asked for have been

ODST. now lets be honest? pacquiaos world record weight jumping could very well be natural... records get broken all the time, but theres also other signs such as his head size. pacquiao is innocent until proven guilty but what floyd has asked for is a chance for pacquiao to put an end to all this PED talk and proove hes achievments are from natural hard work (which would earn even more respect). floyd is subject to the exact same testing as pacquiao would go through so the fight is on even ground

MONEY. floyd greedy, he calls himself money.. its what he likes and you couldent expect pacquiao to fight for chump change because he is (along with floyd) the face of boxing. but if its money we are talking about then the relevant thing to do is look at PPV revenue

Floyd has consistently earnt more then pacquiao so he clearly deserves the higher split, now you can argue floyd earnt more because he has faced more marketable fighters but thats not floyds fault. bob arum has been in the game promoting Decades longer then floyd so its up to him to pick better fighters for hes cashcow

perhaps the public would rather see floyd v mosley after mosley was coming off a win by viciously beating down and stopping the unstoppable , undroppable antonio margarito
instead of paying to see pacquiao fighting mosley who hadent won in 2 his last 2 fights one of them being what many consider to be a gift draw to sergio mora (in which he looked slow and sluggish)

its that simple really? and lets point out while we are on the subject of mosley as a common opponent of both fighters that pacquiao had the chance to fight mosley much earlier in his career, when he walked into roach's gym requesting a fight with the superstar manny pacquiao only to be told unless you can weight drain yourself we aient fighting you, roach is on youtube stating this

so mosley leaves and thinks "****.. i suppose ill go for the other huge name in boxing, floyd mayweather" he jumps into the ring of a floyd fight while he was being interviewed and butted in calling the him out and next minute the fight was made

this is after floyd called out shane and oscar in one of his earlier post fight interviews but both fighters declined because floyd was to high risk at that time

Cotto recently admitted Arum NEVER ONCE mentioned a Mayweather fight to him..

Bob didn't even want to make the Oscar vs Floyd fight:deal...Mayweather had to buy out his contract and leave to make it happen..
