These days 2 times a year at this level is considered active. When you're a newly turned pro with any kind of credentials the schedule is sometimes once a month but training camp is at least 8 wks long at the elite level....and depending on how easy or damaging the fight is, there might be some necessary recovery time in between fights. Not to mention what it takes to promote big fights. It's a lot of work.

Two fights a year is inactive? Pacquiao has a full-time job outside of boxing, we're lucky he's still fighting, let alone twice a year. With Marquez he will have had 9 fights in the time Mayweather has only had 3 fights. Now that's inactive.

Pac fought Oscar Hatton and Cotto in a 12 month period which was amazing although technically only 2 of those fights was in one calender year

His PED cycling schedule only allows for 2 fights a year.

It takes time to build superfights. When you earn 30 million per superfight, you only want to fight superfights.

50 years ago, fighters were fighting for money. Promoters were protecting them just like today. Corruption was worse than today.

Don't look at history with pink glasses.

Pacquiao fights twice a year because he's at a point in his career where he wants only big fights and you can't do that 3 or 4 times a year. Modern training techniques also make it difficult to fight as often as before.
