He was, but I think that was during the tail end of his career.

As for Burley, Ray turned down a career best pay-day to fight him. But this was early in his career and not for a title. Burley was also basically a weight division higher. A bit like Golovkin not being overly keen to face Ward (before Kovalev).

There is no doubt that Ray Robinson was an exceptional fighter, one of the best of all time .. however I cannot say he accomplished more or came close to fighting the level of opposition that Ezzard Charles did .. from 160 to heavyweight charles dominated .. today he would have won titles at 160, 168, 175 and cruiserweight .. he fought the toughest fighters of one of the toughest eras in the toughest divisions .. Charles dominated Charlie Burley, Archie Moore, was the ultimate king of the black murders row then went up to heavyweight , won the title, beat Joe Walcott twice at heavyweight and past is prime gave Marciano an exceptional bout .. the only one to me that is neck and neck was Langford ..

Yeah, Charles definitely has as a case for the GOAT. Not as neat a record as Robinson, but a win column second to none. Moore x 3, Louis and Walcott x 2 are probably the ones that stand out, but there are many more great ones. Burley and Williams are also good, but in those Charles was the bigger man.

For me, you can't go wrong with Armstrong either. His record of three simultaneous undisputed titles in 3 classic weight classes might be the greatest not only in boxing (which it certainly is), but in all of sports. Add to that that he seemed to be robbed of the MW title as well and made 20 defenses of his WW crown. Just totally insane.
