Why is USADA releasing Erik Morales' test results before even checking the B sample?

While I believe it's likely Morales used clenbuterol to make weight, there is a reason they split the samples up and have them tested the way they do to avoid false positives. Now he is labeled a cheat without it even being proven yet. Marion Jones similarly had an A sample turn up positive for PEDs, but her B sample did not, and so it was scarcely even reported as it was determined to be a false positive by USADA's procedural standards.

Are they even allowed to release this information the way they have?
