The way you worded the question, leads you to a certain answer doesn't it...??? Maybe you are not asking the right question. A case can be made for both men. Margarito called himself the WW Champ for the 7 years he carried that WBO title...he lost that belt, he can ignore his loss of that belt and the unavenged loss to Williams if he wants... ...but then he has to concede that his 7 year title reign meant nothing.
PW has avenged his loss to quintana by an impressive 1st rd ko in the rematch. Margarito has yet to avenge his loss to PW. And until that day happens, everyone will be at a stalemate.. Make no mistake though. I am a cotto fan who gave props to margarito for his stunning win over cotto.
Here's your problem. You're defining the champion as the belt holder that accomplised the most. However, when most people refer to THE champion, they're talking about the linear champ. Floyd was the linear champ and he retired. There are two schools of thought in terms of reestablishing lineage. One, would be to unify all the major belts. The other method used would be for the consensus no.1 and no.2 man in the division to fight eachother. Margo and Cotto were not the consesnus no.1 and no.2 when they fought. Right now, Williams and Margo are considered no.1 and no.2. So, if Margo simply beats Williams or unifys the major titles, he will have reestablished lineage. He will then be considered the recognized champ. He may be the top rated fighter in the division, but he is not the recognized champ.
Everyone has answered it so far: Williams beat Margarito less than 14 months ago, so of course the question of who should be ranked higher must be said to, at least, be unresolved. It's quite funny to neutrals like myself to see you, in your blind fanboyism, fail to appreciate this simple point whilst accusing others of bias when they point it out. Again, there is no champion at WW. Williams hasn't beat enough people to be considered champion, Margarito cannot be considered champion because he didn't beat the champion and has a recent loss to the other main legitimate contender on his record.
Then there will never be another champion at WW, ever again. Cotto was the obvious choice for champion after Floyd retired, Margarito beat him, ergo Margarito is the champion. When a champ retires or vacates the next champion is always a judgement call, and Cotto was the pretty clear choice.
He is #1 already, he beat Cotto the #1 fighter so he gets the position. Now a rematch and win over Williams and he confirms it even more.

Undoubtedly #1. The champ though? He needs to beat Williams, as Cotto was #1 before the fight, but not champ. Based on your same logic, heading into the Margarito fight, were Cotto's wins at 147 over Mosley, Quintana, and Judah enough to crown him champ? I don't think so. You can't just rewrite history.
As usual people tend to resort to name calling. I was asking for good reasons why PW should be the #1 WW other than just having beat Margarito. And all i get is because he beat Margarito. And yes i know Margarito was born here but come on he is not considered an American by the fans. He doesnt even speak English. He considers himself a Mexican just like his fans do. I hope PW doesnt slip up before Margarito gets to him in 09.

Of course there will. My opinion happens to coincide with the Ring Magazine on this one. Margarito and Williams currently are the logical number one and two in the division (whichever was round you want to rank them), a fight between the two would produce a WW champion.
