Because Bob Arum sucks! Well the truth is that neither HBO or showtime wanted to broadcast the fight so Arum had to make it a PPV since he is a greedy *******.. The main problem was that both Pavlik and Cotto are fighting lesser opponents so I'm sure HBO and Showtime were just requesting a better oppoenent...
Both HBO and Showtime told Arum to go **** himself(they weren't interested in broadcasting two mismatches). With no major network support, Arum decided to do an independant PPV.
Probably shows that Cotto is still a bigger name than Mosley and MArgarito... ALso have to consider that i think it will be a double header (2 different venues) with Pavlik-Rubio
