Ducking would have been if Pac said no to an additional testing. Negotiating a cutoff isn't ducking testing ESPECIALLY when there's a video of him, years and years before a Floyd fight was even mentioned by a single soul, that having blood drawn close to a fight weakened him. Bringing up the issue of PEDs to try and delegitimize Pacquiao's accomplishments is just blowing hot air. Even if he did, you'd have to be incredibly naive to believe that Pacquiao was the only boxer in his era to be juiced up. Taking that into consideration he's still the only one to win belts in more weight classes than any other boxer. If Pac's accolades were mostly due to PEDs, then boxers being champions in 7+ weight divisions should be a common occurrence. But the simple fact is that it's not.
