why was it called a tko instead of a ko ?

I agree, but I'm assuming that anytime that a ref waived a fight w/o the count that

a- the fighter would never make it to his feet by 10
or
b- the fighter would still be so out of if he did make it to his feet that the ref would still waive it.
or
c- the fighter was on autopilot
