Why was Ward willing to drop to 160 for Mayweather, but not 164 for Golovkin?

Mayweather is an A-side. Triple Duck is not.

What changed in 2 years? Is that a rhetorical question?

I'll humor you: GGG got more popular than Ward because he knocked out a bunch of contenders in a row while Andre fought Paul Smith on BET.

Thus, his need to accept terms from Andre was gone.

Ward had his chance to get everything just the way he likes it. He should've done it before GGG got into a position where he didn't need to accept a ****py deal. Time doesnt stand still. 50/50 a year out at 168 was a terrible offer, but pride wouldn't allow Ward to take the short money.

Pride, and he actually believes the screw job terms Prince signed Dawson up for to fight him have some relevance to what GGG should sign for. Chad came to his weight, his hometown, and did it for 30% of the money coming off the Hopkins win. Andre probably thought they were being generous with 50/50 at 168 (and I'm sure they were angling towards Cali as a venue).

The same reason GGG was willing to drop to 154 for Mayweather but not 155 for Canelo/Cotto.
