Why WBC continued to recognize Ali in 1968 and 1969?

We know that The Ring Magazine continued to recognize Ali as the heavyweight champion until his retirement in February 1970. However, WBC, contrary to WBA and NYSAC who stripped him in April and May 1967, also continued to do so until March 1969. Does anyone know the reasoning behind it?

The WBC was formed to rival the WBA. The WBC champ(Ali)had just beaten the WBA champ Terrell. It really wasn't in the WBCs interests to strip Ali until outside forces got involved. The WBA had stripped Ali for rematching Liston they didn't need pressure.

The NYSAC helped found the WBC but didn't stop giving out world titles for a few years after this in 1971. So that dynamic must have been interesting.

Which forces got involved in March 1969? I don't think Ali's legal status changed at the time.
