Overseas testing on behalf of UKAD by overseas ADO's is governed by WADA rules (42).

It's the UKAD website detailing the procedures which they follow for all their athletes, of which Joshua is one. Why would it specifically reference any athlete?

Signing up for VADA and UKAD in competition testing, as per the second link I posted is in addition to his participation in UKAD all year round testing.

See the link I posted above for how overseas testing is conducted.

This means absolutely nothing. UKAD can subscribe to any international standards they want. They can claim to test overseas. Bottom line is that if they don't have the money to fight a legal battle, they clearly don't have the money to test adequately overseas. Nothing in the link you provided provides me with assurances or even slight confidence that Joshua is tested properly when he goes abroad to Dubai or other places in between fights.

You're conflating two different things. The capacity of a government funded organisation to risk non-budgeted extraordinairy open ended damages upwards of 30m USD + legal costs of several million pounds versus their fulfilling funded committments to WADA based on reciprocal arangements with overseas ADO's.

Joshua himself says he signs up for testing 3 months before a fight. He hasn't got a fight date at the moment and Whyte is saying that it is too late to start VADA testing for the April date.
@Holler has provided no proof that he is tested out of competition and I have been unable to find evidence of this.

The below is a direct quote from Hearn before the Parker fight:

"We pay something like £30,000 every fight to make sure the fighters are tested. As soon as the contract is signed, testing is under way -- that's WADA [World Anti-Doping Agency]. We optionally sign up for that.

"We are also with UKAD [UK Anti-Doping], through the BBB of C [British Boxing Board of Control], and that's 365-days-a-year, random whereabouts testing. The last three or four fights we have been tested eight times in camp by UKAD and WADA over a 12-week period. He is the one pushing for a clean sport."

WADA testing commences for Joshua WHEN THE FIGHT IS SIGNED. His fight with Miller has not been signed yet, so the recent occasions where Joshua has been in Dubai, Oregon and Jamaica - HE WAS NOT BEING TESTED BY WADA.

In the second paragraph above, Hearn reiterated that he was tested only during camp (i.e. after a fight has been signed and not when he is out in Dubai pinning himself with pharmaceutical grade growth hormone.

Read it again and then read what you stated and see if you can spot your mistake.

If you really think that UKAD is administering 365 random testing effectively you are completely delusional and there’s no point continuing this. Do you not think if Joshua was being tested out of camp on holiday Hearn would have mentioned it there? All these guys like Brook, Joshua, Saunders and Bellew often post pictures on social media of them being tested in camp. None of them do it when they are abroad.

Until you can provide a single piece of legit evidence that Joshua is being properly tested when he goes on these overseas trips, and not citing policy statements from UKAD, there’s no point continuing this.

There’s a reason these fights are always announced at particular times.

Looks like @Holler has answered this already. But you seem to be ignoring the fact that boxers can be tested wherever they are. If he's in Oregon, USADA personnel would take samples, if he is in Dubai, the UAE Anti Doping Committee personnel would be used. The main thing is that the WADA procedures for sampling and testing must be followed. It would just be either UKAD or VADA to report on any failed tests.

Whyte might be on to something here. The bodybuilder always going on extended vacations for his training camps, at certain times of year. Where the drug testers can't find him. This is why he don't dare go down the WBC route. He'll soon be found out. The bomb squad got dirt on big Anthony.

Unless you have proof there is no substance. So are boxers not allowed to go on holiday? if you know how the Drug Authorities work you need to tell them your whereabouts regardless if they come or not. BTW he does NOT train overseas, his base is with Mckraken up at Sheffield performance centre (usually), anthing overseas is just to tick over.

Dillian Whyte speaks of Joshua training in Dubai and not being tested. You say they "can be tested", but is there any evidence of Joshua ever being tested overseas out of competition.
