It is really simple. Tyson was mandated to fight Lewis! Either he fought him, or he was stripped of the title. The only exception was if Lewis would agree to step aside. Lewis took the cash and stepped aside. It's really simple.

Back on topic: That's how the belts enforce their mandatories, if you want to keep your belt you must fight this guy who's promoter paid the highest sanctioning fee (most money) fairly simple really.
