How has Povetkin been Wilder's mandatory for three years?

Three years ago, Povetkin was the WBA "regular" champ training for the Wlad fight - and he was obliterated in it.

 

Wlads treatment of Povetkin that night I found awful until I heard another take on it recently.
Apparently Wlad was told by the Russians not to KO Povetkin and show him up in front of his adoring fans which is why Wlad threw Povetkin around the ring like a rag doll in his frustration,knowing that he could've KOd Povetkin any time he liked he showed Povetkin up nonetheless which may explain why the Ref never stepped in.
