Whyte is the most improved heavyweight that exists right now, and this is the popular opinion on the forum, and off boxing anaysts, and anyone that has been following the sport with a brain. So I'll have to strongly disagree with your suggestion that Whyte has barely improved and "is the same". You keep that opinion though, we will use it again when AJ rematches Whyte.
Based on? I don't see it. He's gained more experience but there's nothing to suggest that a rematch with AJ would go any differently. Still too easy to hit and hurt. Any improvements Whyte may have made are subtle and wouldn't have much impact on a potential rematch with AJ. I'll keep that view.
