Not unless Floyd goes broke again. It's obvious to everyone other than Floyd fantatics that Floyd wants/wanted no part of Pac.

You are corect, Pac did not look at his best vs. Clottey, neither did Cotto, Margarito or Judah. Nobody ever looks at their best vs. Clottey because he's a very tough very difficult fighter to deal with.

But you can be sure Pacquiao will look his best vs. fffloyd. fffloyd is well aware of this.

    Of course it will happen.
Mayweather is wisely allowing the rabid and delusional pseudo-boxing, really UFC prison fight fans wet their imaginations and appetites until they are in a frenzy and the fight purse gets up to $40-50M and the hype around Ratman gets even more intense.

When at peak interest the fight will be made and all the Ratman fanbois will drop all their loot on Ratman like they did on Ricky "Fat-Man" Hatton who they also deceived themselves actually belonged in the same ring with PBF.
Than Mayweather will show up and dazzle everybody by beating up on poor Ratman, making the fight look as easy as he did with the other less talented brawler, Hatton.

Following the easy-as-pie dismantling of the non-boxing Ratman, everyone will know exactly and undisputably only the real number 1 P4P best boxer in the world is; Floyd "Money" Mayweather, heir to a family of boxers.

If it does ever happen, it's going to be an anticlimax. Bet that.
