Pac was DENIED by NSAC a week prior and denied again on appeal. Mayweather got a TUE for IV fluids, retroactively. Yeah, Toradol may have taken the edge of Pacs pain, but the IV given to Floyd could well dilute his blood/urine for testing, as well as give an unfair advantage in the preceeding 24 hrs as they rehydrate.
Alone it is not a problem that Mayweather got a TUE, a lot of athletes get that. It is HOW he got it. He recieved a retroactive TUE from USADA 18 days after the fight. In a normal process you have to apply for a TUE ahead of time. Plus the reason of getting a TUE has to be legit, because it is basically a get out of jail card, they normally don't hand them out like Halloween candy. Mayweather had no legit reason for a TUE, he wasn't in a life threatening medical condition, he used IV at home, not in a hospital. But the worst out of all is that Mayweather got his TUE from USADA. USADA has no rights to issue a TUE, it is the sole right of NSAC in the state of Nevada, yet USADA didn't even notify NSAC about it. Bob Bennett, the president of NSAC said this stuff was "totally unacceptable", yet he refused to take any actions against it. That is why USADA and NSAC are both corrupt as hell, and Mayweather is a 100% PED cheat.

How do you know that all 107 weren't legit? Do you know every single case? Of course the asthma drugs look suspicious as hell, not that many athletes suffer from asthma for sure. But I am almost sure that most of them were still more legit than the TUE which was given to Mayweather. At least those athletes applied ahead of time, in a normal procedure. What did Mayweather say, why did he need to use IV, because he was dehydrated? IV is not allowed for dehydration. If he was dehydrated he should have drunk water or Gatorade period. Mayweather's PED use couldn't have been more transparent than that. The best boxer of the last 20 years also poses as a clean athlete, while he and his fans accused Pac of roiding so he wanted Olympic style drug testing which is something he has never done in the pros.
