It's harder for the heavyweight division to be stronger than say middleweight, as the talent pool to draw from is smaller. Given that human populations should follow normal distributions i.e. there are more people whose 'natural' weight (excluding fatasses) is around the middle (let's say 160 lb). It can still be competative and exciting, but the quality will be lower.
