I would think so, though an earlier fight with Darchiyan would have helped his cause. I remember hearing that something like 85% of boxers who held world titles at 3 different weight classes have gotten into the Hall. Arce has held belts at Light Fly, Fly, and Super Fly.
hmm... his career isnt over yet but he put on some good matches for the little guys so he did a lot for the flyweight size fighters in general... at his best in his prime he was a pretty relentless fun fighter to watch.. if he wins another world title or beats somebody of note before his career is over I think theres no question that he should
Meh...borderline As it stands now though he wont get in the first 3-5 years when he does become eligble though. He'll prolly get in if its a weak year of inductees since a lot of those voters only vote for one candidate to get in and not the allowed maximum of 3.
