basically you agree that the offer was at 140 and pac could have an easier time fighting a could be dehydrated mosley at 140 but choses to move-up and fight cotto. if you will look at the circumstance back then, few people acknowledges pac's victory over oscar at 147 as a legit welter victory so basically, pac in effect, was still testing the welterweight by fighting true elite welters in cotto or mosley. cut the guy some slack.
Pac wanted the welterweight gold which is why he went in with Cotto rather than taking on Mosley at 140, as I've told you Roach has said there is no way he would put Pac in with Mosley at 147, why do you think that is?

Yet Mosley was coming off the back of destroying someone who beat Cotto, styles make fights as they say and Mosley would have been a far harder fight for Pac than Cotto. Roach said it after Pac had fought DLH at 147 and was training to fight Cotto at 145 so that's no excuse.
Manny Pacquiao is a cash cow. If he wants to fight Shane, Shane will fight him. If he wants to fight Khan, Hatton or Bradley then these guys will jump at the chance to make a career high payday. If GoldenBoy won't let them they'll leave goldenboy. End of discussion.
Surely something can be sorted out with respect to drug testing in the next six months and Pacquiao can fight Mayweather (...or Mosley) later this year.
