Yes actually because the other fighter also has an option to do so. It is only unfair when one fighter can and the other fighter cannot do so. You can argue Golovkin vs Jacobs was unfair to Golovkin since he would have had to give up a belt that he worked hard to get and obviously cares about to do what Jacobs did while Jacobs doesn't have any real ties to that belt.

Also, bigger doesn't necessarily mean better. Some guys actually prefer to come in lighter. Being bigger makes you slower and if your body is not used to supporting the weight your stamina greatly suffers. Jacobs always actually comes in big so he was able to handle it but even that was kind of a freak performance. It isn't something that most people can duplicate and is very risky.
