Which referee do you believe should officiate this fight ?

If there is a cut as in Cotto's previous fight...an inexperienced ref may stop it.

If Pacquiao throws one of his flurries an inexperienced ref may stop it.

When Pacquiao gets dropped by body shots and takes the full count...an
inexperienced ref may prematurely wave the fight off.

When Cotto corners him and begins a body attack...will a partial ref step
    in and break them up?

This panorama presents many scenarios...thats why it is important to have a good and
    experienced ref !!!!

What are your thoughts on this ?

The refs always makes a difference in all fights not only on this.

The way he allows too much holding, the way he interprets cuts, accidental headbutt or via legal punch, the way he warns fighters on illegal technique such as low blows and how he decides when to deduct points.

    These are all major factors.

as long as it ain't in New York.

Nady or Bayless will get the nod for this fight. Fight SHOULD be in New York, but it ain't for obvious reasons.

Not unless Pacquiao decides to clinch Cotto.
As long as they warn them both about heads it will be cool.
(Tho I ain't gonna front a clash of heads will Cut one or both open 100% guranteed)

Both their style calls for it.

the ref is a major role, just as the judges will be

    what about the location?

vegas would be a neutral battlefield
