Will the "USADA" be used to conduct Mayweather-Pacquiao drug testing?

With the new information that came out about Manny agreeing to the 14 day demand made me think this fight could take place.......

ONLY TO FIND OUT THAT USADA WONT CHANGE THEIR POLICIES TO ACCOMODATE THE ATHLETES OR THE PARTIES INVOLVED....SO IT REALLY ISN'T UP TO FLOYD OR PACQUIAO AS TO WHEN THE TESTS WILL STOP..

SURE, 18 DAYS IS WHEN THEY STOPPED FOR THE MAYWEATHER-MOSLEY...BUT THERE ARE NO GUARANTEES....ITS ALL UP TO USADA

In the first negotiations however, FLOYD AND RICHARD SCHAFER BACKED OFF THE USADA DEMAND AND INSTEAD INSISTED ON 4 THINGS LISTED BELOW-KEEP IN MIND THIS QUOTE WAS FROM PREVIOUS NEGOTIATIONS!

Schaefer also told ESPN’s Dan Rafael that “we are OK to move off USADA, “What we’re saying, and what is important to us, is four things – that the tests be random, that they include blood and urine and the time frame, meaning when do you stop the tests before the fight but know they will still be effective. Three of them we have agreed on –random, blood and urine. So now it is a matter of the two sides working out the specifics of the cutoff date to assure it will still be effective.”

Will Mayweather accept the random cut off and if so its clear he has to use a different party to conduct the tests?
