I think Primo Carnera and Willards wins. It's not the same era, but Makhmudov is so mentally weak and his defense is poor. Furthermore, his punches are quite predictable for world-class boxers. In my opinion, Makhmudov might win by accident thanks to his power, but 70% of the time against either opponent, he would lose. Makhmudov is a regional-level boxer in my view. When you see that a small regional heavyweight like Julian Fernandez was able to give Makhmudov a hard time, I maintain and think that he would lose most of the time.
Makhmudov wins in a competitive fight. He hits at least as hard as then and he's slightly less crude but still has bad technique
Carnera and Willard both knock him out. Makhmudov is strong and can punch, but he doesn’t have much else going for him at the top level, which just isn’t enough against top contenders or former champions.
