Seems like the type which the destination will determine the winner. If it is in Germany, Scull will have the advantage, since he is now based from Germany. If it is in Miami, Shishkin would also have an aforementioned advantage, since he now lives in Florida. It's kind of ironic seeing these two fight for the belt, when there probably not the best super middleweights from their respected countries - Cuba and Russia. Iglesias is better than Scull and Silyagin is (or at least was, Sil has looked rather crappy in his last few fights, IIRC) better than Shishkin. Heck Scull isn't even rated in the top 10 by boxrec, The Ring nor TBRB. At least Shishkin has names on his record, while Scull has no noble wins. The Cuban being named the mandatory was some mind boggling skullduggery by the IBF.
