I don't think it is Charlo's fault, though. People seem unwilling to step up against him. He's earned his shot.

Supposedly Monroe had already filled out an medical exemption form. No idea how that is supposed to work.
Did he try to cheat? Did he take something for legitimate medical reasons(while telling VADA beforehand)?
Did he take something in addition to his prescribed medicine?

Earned how? And a shot against whom?
Jermall beat a prospect and an old champion at 154. Robbed Trout(as did his brother).
And now he has beaten two fringe contenders at 160.

Jermall is a good fight for anyone in the division, but he is not the next guy in line. Rob Brant has arguably done more at 160 than Jermall.

Come on. You think Brant is more deserving than Charlo?

Nope. I don't think either guy deserves anything.
Brant has one solid W at 160, which is arguably more than Jermall has.
What exactly has Jermall done that Canelo or Golovkin must face him next?

How about Jermall beats an actual top 10 opponent first?

Doesn't matter if he filled the paperwork, its supposed to be submitted then wait for approval. Clearly that didn't happen. The only other alternative is to be caught by USADA, then you can pay them for a magical rectroactive TUE.

Medical exemptions are extremely specific and have to be followed to the letter, which is why they call it a therapeutic Use Exemption. Also, your doctor constantly needs to keep the commission up to date and seek permission before anything is administered.

Monroe and his team team tried to pull a fast one and got caught. If Monroe used a therapeutic dosage his levels wouldn’t have been high enough to catch the attention of the commission. Hopefully he gets suspended for 6 months to a year.

“A VADA test of Monroe’s bodily fluid showed a heightened presence of testosterone, which is a red flag reading.”

Mickey Bey had a medical exemption, but went well over his dosage, which explained his elevated levels and why he had to face a lengthy suspension.

When I used to help my friend co-promote mma and kickboxing shows about a decade ago we used to have the doctors contact the commission about any medication, vitamins, or supplements in writing and wait for a decision before allowing any fighters to take anything. If a decision didn’t come we’d recommend that fighter not take it, since it isn’t worth risking being popped for something. I’ve seen many fights and even entire shows cancelled due to failed test.

The whole medical exemption thing is getting abused all over in sports. So much that it turned out that top level athletes have over 50 times more heart conditions, low testosterone levels and other deficiencies as regular people.
Not hard to guess what's behind that.

Like how the best high altitude athletes in the world all have TUE's for asthma medication.
