It depends which Ruiz shows up.
If he is 400 pounds nobody will give credit to Ortiz.
Even AJ didn't get a lot of credit after beating Ruiz in rematch.

Elite win. Overall the takes in this threat are amateur hour. People just list fights where the loser suffered a devastating defeat which ruined him and ended his career shortly thereafter.

Walters had just stoned Prescott, Darchiniyian (albeit faded), Prime Donaire (talk about a win that aged like fine wine even with caveat of featherweight), undefeated Marriaga and Sosa (gigantic ripoff with that clown draw)
That was a pristine Loma win. Sent a legit world champ into retirement to never fight again. Surreal.

Other takes people mentioned were Pavlik v. Miranda, Marquez vs Baby Bull. Classic ****ing wars that are instrumental to those fighters resumes and in the case of Pavlik/Miranda changed boxing history. Miranda's losses to Abraham and Andre Ward didn't dilute this victory. Baby Bull for that matter only lost to Malignaggi in Chicago and once more to Marquez in the rematch. The first fight was one of my all-time favorites and those two losses by Baby Bull did nothing to lessen that.

Amazing that Whyte beating Brown pretty much lead to him becoming a PPV attraction

I couldn't believe a third of the poll on this forum if I recall correctly thought Browne would win. Browne himself looked terrible in beating an extremely spent Chagaev in what was a very poor quality fight.

I'll admit i had it at least 60/40 Whyte but i dont think anyone thought Brown was gonna look "that" bad

I doubt that, he beat prime Mike Pérez and prime Arthur Szpilka.

Whilst I can acknowledge Perez likely had an inflated WBC ranking following his fortuitous draw with Takam, when the PBO website was still there, the historical record had both Perez and Szpilka ranked from 21-25 when Jennings fought them. I suppose it is a matter of how you rank fighters at that point. Jennings was a solid fighter in a transitional period, but the level of guys he could and couldn't beat was consistent throughout his career.

Saying he would be top 10 at this point in time is a reach. A career high of Perez and Szpilka isn't enough to replace the guys currently in the top 10. I suppose in fairness to your argument, this also feels like a transitional period in the division. So maybe Jennings could slip in there when he had his 0 intact. The trouble is and always has been, what happens when he steps up the opposition...

Only beat Perez through controversial point deduction in the last round. Had it not been for that the judges would have scored it a draw. Perez had only came off getting a gift of a draw against Takam (Takam clearly win that fight).
