Interesting question. Both men were vulnerable - Foreman mentally, Klitschko physically. I’d have to think on it but credit to the OP for a match that is both new and interesting.
Probably Wlad at that point. Foreman of course had more than enough power to knock Wlad out but he’d have to land on him first and more than just once. George wasn’t doing too good in the late 70s
Wlad is the better boxer with the straighter, more accurate punches and incomparably better footwork. He's one of the hardest punchers in heavyweight history having fought much larger opponents than Foreman did. Foreman throws slower looping punches and has a porous defence. It seems that the conclusion should be obvious. Unfortunately Classic Foreman is about 7 ft and weighs 300lb and bench presses a cow so Wlad is in trouble here.
Granted there aren’t wild exaggerations of his actual abilities (footwork claim aside), but he’s a lot more vulnerable in this fight than I feel you’re making out.
I very much suspect that Foreman would have been given the jab and grab treatment just like all the other little guys. Maybe he could get Wlad to blow his wad through his great chin, idk. But if we're talking Steward Wlad, that guy was more scared of running his gas tank flat than a cross-country biker in the Sahara desert. Very likely another boring Wlad decision, with Foreman desperately trying to make it interesting while Wlad stubbornly ties him up.
Admittedly I’m having a hard time picking a winner. I wouldn’t be if we’re talking pre-Zaire Foreman, though.
