Prime Wlad would be a nightmare for Ali. I wouldn't be shocked to see Ali drop a decision if he can't get past Wlad's jab.
What do you mean by 'better'? Clarify your terms. Wlad's jab was demonstrably quicker and sharper than Liston's and a lot harder to read. Liston's may have carried more concussive weight, but that's hardly a jab's main strength and the way he employed it was certainly not applicable to the way Wlad fought so it's a bit of a meaningless comparison.
He was a bit faster than Wlad, but not by a huge margin. Wlad's speed gets extremely underrated due to the fact he didn't dance around throwing shoeshining BS. His timing and concentration levels were also extremely good, which made him hard to hit clean when he was dialled in. I'd very much doubt Ali was as strong in the clinch as Wlad, and would be at a great disadvantage due to the way Wlad would bear his weight down on shorter fighters.
Mercer gives a lot of fighters hell. He also drops losses to a lot of guys he shouldn't do. I highly doubt he outpoints Ali though, not even on one of Ali's bad days.

Anyone who can punch as fast and sharp and in such rapid and multi-angled combinations as Ali can hurt almost anyone. Ali could certainly hurt Wlad if he caught him unexpectedly and followed up with other precise follow-up shots before Wlad could recover. Take Wlad out of his comfort zone and he tends to fall apart mentally and physically (nerves leading to exhaustion) even though his chin was actually capable of withstanding quite a beating. If Ali stopped him (which is possible) it wouldn't be a lights out type of stoppage but dropping Wlad multiple times with combinations he's no longer in a position to defend against.
Thing is Wlad is generally aware of his space in the ring. Ali has the flashy footwork; Wlad has the boring, effective one. He constantly steps back from an attack and forces guys to lunge in. It's hard to use angles on a guy that's at the very edge of your effective range and always looking to step back. Then the guys that make it inside immediately get tied up and given the soggy blanket treatment. Now I know that they said Ali was strong in a clinch but there's no way that he's going to manhandle Dr Octopus. I think Ali will end up trying to flim-flam his way into range and sometimes it'll work and sometimes it won't. The fact that Ali is likely going to have to move into Wlad to score makes me think that if they exchange jabs, Wlad's is going to be the heavier. Over a fight that sort of thing adds up. Frankly I'd have loved to have seen this fight play out because its such a clash of honed styles.
If he will not get past jab, Wlad most likely will KO him and this only way for him to beat Ali from 70 ies. He even for a lot of western fans is 1-2 vs Norton and 1-2 vs Frazier. He will nowhere manhandle even some current CW boxers in the clinch not alone Wlad in Octopuse mode.
