No. He was only 13 years old by the time the 80s had finished. He would greatly struggle against the top 10 during this period because of this; I would say even the top 100 also. There is also a very high probability he wouldn't get a professional boxing license at such a young age. He would to be north of 18 to be a professional boxer in the US and other countries I believe.
He'd be top 10 just because of his size and skill set but he'd still really have to dig deep to beat guys like Spoon, Dokes, Page, Thomas and Tucker. Not to mention Holmes, Tyson and Spinks. My guess is that he'd have some good wins(Thomas, Tucker, Page) but some ugly losses (Holmes, Tyson) and really close 50/50 fights( Spoon, Dokes, Spinks) thrown in there as well...
