Haye did nothing much at HW to get his shot at Valuev, or much of note after getting the WBA strap. If Wilder were to make a late mid year (with no-nonsense negotiations) fight with Fury as his next fight and actually go ahead and fight it, I'd rate him as a better champ for the sport than Haye.
I'm not sure how anyone can honestly answer this considering Wilder just won the title. Who knows what type of title run he'll have? He could get knocked out in his first defense, he could go on to have long title run and beat several quality fighters along the way.
