Quite possibly. Celestine Caballero and Carlos Maussa were both really, really bad - Celestine won because he was so freaking big fighting tiny men, and Maussa because he hit hard, took a good shot, and was awkward ... should never have held a belt. Luevano was about as average as you could get, nothing even good about him but somehow he made it work. Weak era right now.
i'll agree with the top three. bowe is greatly overrated, but not deserving of a spot on the worst ever list.
